Richmond Police made an arrest in the overnight murder of a VCU student. Howard Scott, III, 17, is charged with murder and robbery in the shooting of Tyler Binsted, 19. Binsted was killed while walking near Richmond's Byrd Park early Thursday morning. Police are also looking for a second suspect. Investigators say the other person is between the ages of 13 and 15. He may use the nickname, "Pete," and frequent the Bellmeade apartment area. For neighbors on South Sheppard Street, where the crime happened, say they heard the fatal shot fired. Delores Reeves has lived across the street from Byrd Park for 20 years. Around 1 a.m. Thursday, she says she heard one gunshot. Reeves says, "It was frightening. I'm still shaken because this is something we're not accustomed to hearing." Reeves says she went outside to see what was going on -- she didn't know for sure until NBC12 told her. She says, "Oh God." Police say Binsted was walking in Richmond's Byrd Park with a female friend. The pair was approached by two men. Binsted and the woman were robbed. Police say one suspect had a gun -- it was used to shoot Binsted in the back. News of the murder spread quickly across the VCU campus. VCU student Morgan Keller says, "I think it's disturbing we can't walk in our parks and be safe." Binsted was a sophomore at VCU. He was a sculpture major who could usually be found in the School of Arts building. Jennifer Jones is a craft major and says she's seen Binsted in passing. She says. "It's sad to hear about this . I would never think something like that would happen to somebody in this building that was here." Officials at VCU are encouraging students to use campus counseling services to help deal with the tragic event. Some students say the murder is causing them to be more cautious. VCU student Xeandria Sauls says, "We got to be aware of where we go and everything like that - the whole thing just caught me off guard." For now, schoolmates of the victim say they want everyone responsible in this crime caught. Police have also recovered Binsted's vehicle. Investigators say the two suspects stole it after Binsted was shot. Again, police are looking for a second suspect in this murder
