A second person has died from injuries caused by a head-on crash in Inver Grove Heights Thursday night.

Four-year-old Tamaya Rose Phillips died Friday morning at Gillette Children''s Hospital.

The little girl was one of three children in a car hit by another vehicle on Highway 52. The driver of the car carrying the children also died.

The crash happened on Highway 52 and 117th Street. The State Patrol said seat belts and car seats may have made a lifesaving difference in the crash.

Investigators are still trying to figure out why the driver of the Pontiac lost control, crossed the median and hit a Saturn. The driver of the Saturn, 30-year-old Brittany Carlson from Zumbrota died at the scene. Four children were in the car. Two were Carlson''s sons, the other two were friends.

"The scene was very graphic. It was, it was -- Obviously when you deal with children, that is something that takes on a new meaning for first responders," said Lieutenant Mark Peterson of the Minnesota State Patrol.

One of the children, four-year-old Tamaya Phillips, died later.

"The family would like to thank those involved with the care for the victims of the crash and ask for the community''s continuing prayer and support as the other victims recover," said her parents.

The three other children were seriously hurt, one of them critically. The driver of the car that crossed the median, 18-year-old Brittany Krueger, and her passenger suffered minor injuries.

Krueger and her passenger were not wearing seatbelts. Neither were two of the children, including the girl who died. Carlson was also not wearing a seatbelt.

"There''s no question about that. Statistically, they (seat belts) do work. So, the lesson? The lesson is what we say almost daily, is ''wear your belts,''" reiterated Peterson.

Carlson''s nine year-old son suffered serious, but not life-threatening injuries. He was seat belted in the front seat.

His two-year-old brother was in the back seat, but not in a carseat. He is in critical condition.

The other two-year-old who was in a car seat was seriously hurt, but is expected to recover.

Once the State Patrol completes the investigation, it will be up to the Dakota County attorney to follow-up with any charges.
