A 21-year-old Charleston man died early Sunday morning after being struck by a vehicle while walking in the 1300 block of Buchanan Avenue.

Byron L. Hoover died at 2:59 a.m. Sunday in the emergency room at Sarah Bush Lincoln Health Center after being struck by the vehicle, said Coles County Deputy Coroner Jerrald Bennett. The driver of the vehicle has not been identified by police.

The Charleston Police Department reported in a press release that officers and firefighter-paramedics responded at 2:29 a.m. Sunday to a report of a vehicle hitting a pedestrian in the 1300 block of Buchanan and leaving the scene. The 21-year-old accident victim was taken to the hospital by a Charleston ambulance.

Officers reportedly arrested an 18-year-old male at 2:34 a.m. Sunday at Lincoln Avenue and 12th Street on charges of aggravated driving under the influence of alcohol and leaving the scene of a fatal accident. The incident is still under investigation by police, the Coles County state's attorney, and the coroner.

Detective James Blagg of the Charleston Police Department referred questions about the individual who was arrested to the state's attorney's office. State's Attorney Steve Ferguson could not be reached for comment Monday afternoon.

Blagg said officers obtained a description of the individual's vehicle from witnesses to the accident and found the vehicle not far from the scene.

"That vehicle was stopped just minutes after the accident," Blagg said.

Hoover was walking with another pedestrian in the 1300 block of Buchanan prior to the accident, but had gotten separated from the other person just before the vehicle struck him, Blagg said. The accident took place a block north of Lincoln Avenue near Mark Twain Elementary School.
