A teenage boy was shot dead Friday morning and another faces charges in connection with his death.

The shooting happened just after 8 a.m. inside a residence in the 3100 block of Woodford Street, near Calumet Refinery in Shreveport's Ingleside neighborhood.

"The victim was shot once in the chest," said Bill Goodin, police spokesman.

Jacarlos Moran, 15, was pronounced dead a short time later at LSU Hospital in Shreveport.

Police say a large group of teens were gathering inside the home when one of them started brandishing a handgun. The firearm discharged, hitting the victim.

"We're told the suspect fled with the firearm, then returned to the house to apologize," Goodin said. "Then he left again."

A 16-year-old male, who cannot be identified because of his age, turned himself in to police investigators about 10 a.m. He was questioned and booked into Caddo Juvenile Detention Center on a charge of manslaughter.

"Everything we know at this point leads us to believe the shooting was not intentional," Goodin said. "I know there are a lot of unanswered questions about who the weapon belongs to and where it came from. But we have seized the weapon, and detectives will be checking serial numbers to get more answers."

A tearful young woman at the scene told The Times the shooting was "outrageous" and senseless.

Melvin Richardson, an area resident of 11 years, said police recently were called to the area because of ongoing disturbances in the 3100 block of Woodford Street.

"They've been trying to fight up and down the street for days," the 62-year-old said. "I knew sooner or later something bad was going to happen.

"It's just something that's been escalating from boys that need to be at school or at work."
