Carter was a 1999 graduate of Herndon High School and earned his Bachelor''s degree of Science at George Mason University. The family will receive friends from 2 to 4 and 6 to 8 p.m. on Monday June 7, 2010 at St. Thomas a'' Beckett Catholic Church 1421 Wiehle Ave., Reston, VA 20190; where a Mass of Christian Burial will be offered at 11 a.m. on Tuesday, June 8, 2010.
