Officials have identified the four victims killed in a head-on collision Monday on Highway 12 on Brannan Island just east of the Sacramento County line, according to the California Highway Patrol.

Razek Azizi, 42, of Tracy, was killed when his white 2012 Toyota Camry collided head-on with the silver 2002 Hyundai Elantra occupied by the other victims, identified as Siara Biddle, 23; Tierra Anderson, 28; and Raphael Hill, 31, all of Fairfield.

All four victims were pronounced dead at the scene about 9:10 p.m., said CHP Sgt. Kyle Plant.

The Hyundai was found resting on its roof in a ditch, and the Toyota was found straddling the east and westbound lanes of the highway, Plant said. The crash site was "out in the middle of nowhere," he said.

"It was a head-on collision -- headlight to headlight," Plant said.

Both vehicles had major front-end damage, Plant said. No one was ejected from either vehicle.
Highway 12 was closed Monday for about 3½ hours for the investigation and removal of the victims and their vehicles. Officials don't know whether alcohol was a factor in the collision, and the cause of the crash remains under investigation.

"There were no witnesses so we're still piecing things together," Plant said Tuesday.
