Andrew Kapcia, a 21-year-old resident of Pflugerville, died Sunday, October 31 in a single-car accident that occurred around 4 a.m. on Cameron Road in Manor, Texas. According to investigators, Kapcia's 1997 Dodge Caravan was headed northbound when it left the road and struck a tree. Kapcia was pronounced dead at the scene of the accident. There was one passenger in the car that suffered injuries and was taken to Brackenridge Hospital, where they were listed to be in stable condition. Officers noted that Kapcia was not wearing a seat belt.
