A judge on Thursday set Monique Hachtel's bail at $750,000 after finding probable cause to support an accusation that she beat her 2-year-old daughter at a Tanglewilde residence Feb. 19 or 20, resulting in the child's death.

A forensic pathologist found after 2-year-old Kelsy Hachtel's autopsy Wednesday that the child's injuries were consistent with "being in a motor vehicle collision at 35 miles per hour," court papers state.

According to court papers, Kelsy had been dead for about an hour when someone called 911 from the child's residence in the 7700 block of Third Avenue Southeast about 1 a.m. Tuesday. The pathologist found that her injuries most likely occurred Feb. 19 or 20, court papers state.

Kelsy's cause of death was "blunt abdominal trauma," and her death has been classified as a homicide, according to Thurston County Coroner Gary Warnock. She had a lacerated liver, contusions to her kidney and large intestine, and a head fracture, court papers state.

"This was a horrible, horrible beating to this kid," Thurston County Sheriff's Sgt. Ray Brady said Thursday.

Brady said Kelsy suffered a broken leg in November and was treated in Tacoma. Brady added that the Thurston County Sheriff's Office was not notified about Kelsy's leg because doctors determined the injury was an accident.

Kelsy was still in a cast when emergency responders rushed her to the hospital after Tuesday morning's 911 call, Brady said.

Thurston County Superior Court Judge James Dixon found probable cause Thursday to support accusations of second-degree murder and first-degree criminal mistreatment against Monique Hachtel, 25.

Hachtel, who has no prior criminal history, did not show emotion about her daughter's death during the investigation, Brady said. During an interview with detectives, she called a friend to say "she would be done soon and they could 'go out' after the interview," court papers state.

A detective observed Hachtel "laughing and joking" at a hotel after her daughter's death, but when she saw the detective approaching, "she became somber," court papers state.

On the drive to the sheriff's office for an interview with detectives, Hachtel "was in a jovial mood," and was "laughing and joking the entire ride," court papers state.

Brady said detectives determined that Hachtel "was the only one alone with the child" at the time she was injured. Hachtel made no attempt to seek medical attention for Kelsy, even after the child "began vomiting a fluid consistent with blood," court papers state.

On Monday, "the other adults in the house urged Monique to seek medical attention, but she refused," court papers state. "Each time, she said she would go 'tomorrow.'"

Hachtel has two other children, a boy and a girl between the ages of 4 and 6, and they have been placed in the custody of Child Protective Services since Kelsy's death, Brady said.

Hachtel planned to go to Mexico to stay with her husband after her daughter's death, Brady said. Andrew Toynbee, Thurston County chief criminal deputy prosecuting attorney, asked during Thursday's court hearing that Hachtel relinquish her passport, so that she cannot flee the country if she makes bail.

According to court papers, Hachtel has blamed a brother-in-law with whom she lived at the Tanglewilde residence for causing her daughter's injuries. However, Brady said Thursday that detectives have interviewed the man and there is no evidence to support the accusation.

Hachtel's mother was present during Thursday's hearing. She also blamed Hachtel's brother-in-law for causing the child's injuries. Hachtel's mother said her daughter was extremely distraught when she called to tell her about Kelsy's death.

Hachtel's mother, who lives out of state, declined to give her name outside court Thursday. Brady confirmed that the woman is Hachtel's mother.

Hachtel suffers from "a slight mental disability," her mother said. However, Brady said detectives have no information that Hachtel has a disability.
