An Oregon driver with theatrical makeup on his face that resembled blood killed a pedestrian the early morning after Halloween, authorities said.

Matthew Tyler Freeman, 21, "was driving at a high rate of speed" in Portland on Sunday morning when his 1999 Ford Explorer struck 27-year-old Nicholas Glenn Horsey of St. Helens, witnesses told cops.

Emergency personnel initially believed Horsey, lying in the westbound lanes of the intersection, had been a passenger in the car.

The driver showed "signs of impairment" following the crash, the Portland Police Department said. Freeman faces charges of second-degree manslaughter, criminally negligent homicide and reckless driving.

A mug shot released by authorities appeared to show spots of blood. However, he was arrested with pre-applied theatrical makeup on his face, KOIN reported.

The crash was reported at 1:18 a.m. on Sunday morning, so it's possible that Freeman was still in his Halloween costume.

Freeman had been cited for misuse of a special turn lane last year, according to court records obtained by KOIN.
