The Port Huron Police Department has identified the boy who died following a mishap in the St. Clair River Monday as Dale Franklin Phillips of Port Huron.

The 12-year-old boy pulled from the St. Clair River Monday died in a Detroit hospital late Tuesday afternoon.

Port Huron Police Lt. Brian Georgia said the boy was in a coma and on life support earlier in the day. An autopsy will be performed by Wayne County authorities.

Port Huron Fire Capt. Corey Nicholson said the child was jumping into the river along the Blue Water River Walk with two other children near the YMCA of the Blue Water Area. While the other two children surfaced, the 12-year-old did not.

All three Port Huron Fire Department stations responded to the scene around 12:30 p.m. Monday. Bystanders had been searching the river for the boy before the St. Clair County Dive Team arrived.

The boy was in the water for 31 minutes. Once the St. Clair County Dive Team arrived they found him within two minutes in 14 feet of water.

He was unresponsive when pulled from the water. Crews worked to resuscitate him and he was transported by Tri-Hospital EMS to Lake Huron Medical Center.

Port Huron Police Department, St. Clair County Dive Team, and U.S. Customs and Border Protection also responded to the scene.

Port Huron Public Safety Director Michael Reaves said people should not enter the water without a personal flotation device and only an experienced swimmer should dive into the St. Clair River's fast moving water.

"Always engage the buddy system with adult supervision of children swimming," he said in an email. "Jumping off articles (fences, docks, etc.) into deeper water is inherently dangerous."

Reaves also said unless it is a case of last resort, you shouldn't enter the water to save another, but rather throw a rope or flotation device to help.
