A Brisbane mother has made an emotional plea for vaccines to be mandatory after her 20-year-old daughter was killed by meningococcal disease in just over 16 hours.

At 10am on a Saturday last September, Kirsten McGinty's daughter Zoe went to the gym before eating protein pancakes and later saying she felt unwell.

Zoe's symptoms were similar to gastro her condition deteriorated around bedtime. By 2am she was dead.

Zoe didn't have a rash or fever, and doctors didn't know it was meningococcal disease.

"She (Zoe) said, 'mummy please don't leave me' and she was holding out her hand and after that she pretty much never spoke again," Kirsten told Seven News.

B strain cases like Zoe's have doubled in five years but the $400 vaccine isn't on the immunisation schedule, a situation Kirsten said needs to change.

"All ages, all strains should be vaccinated," she said.

The Federal Government can't legally add it to the program until the independent Pharmaceutical Benefits Advisory Committee recommends it.

The committee has knocked back the vaccine three times because the group of doctors and health economists wasn't satisfied it would be effective for everyone and recommended a trial.

A decision on its success could be made early next year.
