A man suspected in the fatal shooting of a person at an Arlington apartment complex Monday surrendered to police after a seven-hour standoff in which shots were fired at officers.

Joel Jonas White, 32, of Arlington was taken into custody about 1:30 p.m. Monday, according to Arlington police. White, who faces a murder charge, was booked into the Arlington jail with bail set at $250,000.

The first 911 calls of shots fired were reported about 6:10 a.m. at Silverwood Apartments in the 1100 block of Silverwood Drive in north Arlington, off Avenue J just west of Texas 360.

When police arrived, a man opened fire.

"When officers arrived on scene, they did locate a suspect," said Lt. Christopher Cook, an Arlington police spokesman. "However he did refuse to surrender. He did fire upon officers."

The victim, identified by the Tarrant County Medical Examiner's office as Roderick Pass of Arlington, was lying on the ground in an apartment parking lot. After the area was secure, officers pulled the 32-year-old man to a safe location and determined that he was dead.

Cook said officers had surrounded the suspect's apartment unit and finally made telephone contact with him late Monday morning. After seven hours of negotiations, he surrended.

At least 25 residents were evacuated during the standoff, Cook said.

Omar Richards, who lives in a neighboring apartment complex right behind the Silverwood Apartments, said he heard screaming and yelling as early as 3:30 a.m. Monday. At one point, he heard a door slam and a woman scream.

"You could hear screaming and yelling but you didn't know what it was about," said Richards, who has lived in the neighboring complex only about a week.
